It is the total flying/hooking weight ( Poids Total Volant in French ) – Pilot weight + all his/her gear.
Those characteristics are generally included and indicated within the paraglider’s relevant technical information section.

Is the Supair X-Tralite Biplace more fragile than its larger counterparts?

NOT AT ALL! It went through the same testing procedures as its larger siblings, though perhaps not as well suited for an intense SIV course or aerobatic manoeuvres.
Schools do not generally use light mountain wings either, hence any need for lighter reserves.
